Atlantic City

The beach is free at AC and it's the closest to us, so it's where we normally go. We pay $10 to park at Caesar's (and it is more than worth the convenience when you have two kids. We bring the beach toys and go on the beach, there is an outside shower about a block from the pier, eat pizza and watch the water show in the Caesar's pier which is every 30 minutes starting at 12. The rainforest cafe is worth a drink or snack because the inside is so cool for kids.
